这样的情况在中国的农村是普遍现象，不要说前几年是这样，现在仍然还是这样，农村实行小乡变大乡，小村变大村，乡村二级官员的权力越来越大，有的爱钱就拼命的捞钱，有的人好色就拼命的好色，有的人钱色都好，那个书记乡长不是腰包装满了离开。总之官员的腐败在基层是非常正常的现象。
